Probably plated or altered. Is it possibly be on a foreign planchet?

Although this is probably plated, you are looking carefully, which will pay off. Keep searching

I am not convinced that this is a plated coin. In your tissue test picture- which coin is it?

It looks like the edge of your coin is uniform in composition but it may be the glare. Can you tell?

I would be in no rush to toss this coin. You should definitely have this XRF tested.

On a silver coin, use a nice white coin to be a fair test.

Thank you all for your comments. I'm new here and it's great to post and read about all ya'lls others coins! To answer a comment about the edge composition, I did have a better picture that I didnt see when I was uploading: Also, I think it passed the tissue test, it had a definite glow and it looks and feels different- I definitely would like to xray it, to see if it's solid someday! Canada made silver quarters in 1967-1968 right?!

I remember them getting stuck in pop machines a lot because they were steel coins. Then the machines didn't work. The coin stuck to the magnet preventing the machine from working. Of course, the coin wasn't returned.

Quote: Canada made silver quarters in 1967-1968 right?! I think they did, but that would have nothing to do with your coin. You need to find out if the US mint minted any for other countries in that year. John1

Yes all Canadian 1967s are silver and some 68s. But again, this would have nothing to do with your coin. The US did make some of the Canadian 1968 dimes, but these were not silver and again have nothing to do with your quarter.

Seems to me I recall some of the first few years of clad quarters being particularly well clad -- to the point ya couldn't really tell for sure just looking at the edge..
When I take the initial obverse photo n enlarge it I start seeing some "green" & "coppery looking" spots.. Take a look at "God We Trust," lower part of bow in hair and date/rim/edge reeding.. Then other areas begin to pop a bit too -- throat, upper-back neck, top of hair and around "RTY" first; remainder of coin next..
I think it's a very-well-clad quarter..
