I found this in a circulated bankroll, from a bank box of U.S. Pennies. As you can see, it's retained as it hasn't broken away yet. It's not a Gas Bubble or Zinc Rot etheir.

@e&v, just trying to learn something... How do you know that this isn't something trapped between the zinc core and the copper plating? Is it because the circumferential die crack also goes on the letter B?

It's a Die Crack. It's raised on the surfaces. If it was a plating issue, it would be all bubbly and soft.

Ok sorry but I wasn't clear. I'm wondering if it could be a flake of debris under the plating. I understand that this entire area is raised above the rest of the coin's field.
