I see these from time to time and was curious as to how this happens. I'm gonna go out on a limb and assume there is nothing special about this penny. Right?

Yes nothing special. The copper plating has split revealing the underlying zinc core.

Spend it before it becomes a zinc zombie. Unfortunately, there are so many of these coins that are "falling apart" soon after minting. It is a shame.

But I suppose for folks who like to collect sales tax tokens, you have to look at them

A great example of a poor quality modern day's U.S. coinage, like moxking said: IT IS A SHAME, it is sad how our Mint presidents continue to ignore it!

It's called Split Plate Doubling. This is very common on Copper plated Zinc cents. There's no premium over face value for this. http://www.error-ref.com/split-plate-doubling
