An interesting side issue of this question is why were some specimen dies later used for business strikes and some apparently not used. For example, RC23, the 1858 cent reverse die used for the coins in the boxed specimen sets has not turned up on a business strike. Of course, in that case it could be that it actually was used and examples are so rare they haven't been seen yet.
