Could be a tiny die crack starting at the letter R and moving through the letter U.

VLDS when the coin was struck also the die was filled with grease on the date like the one I found back then:

It shows heavy Die Deterioration with Die Deterioration Doubling, caused by a worn die. That line could be a Die Crack, but better pictures will be needed to tell for sure. http://www.error-ref.com/die-deteri...on-doubling/

It's caused by Die Deterioration.
