Looking at the L and I in liberty looks like you can see where the clad was missing during the stamping process the top of the L and I appear as copper colored along the edge down to the date

Nope. It's a stain and not an error. It's Post Strike Damage (it happened after it left the U.S. Mint).

updated photo I agree it is stained but there still clad missing it appears look by in God we trust you can see the missing layer

Is that darker area recessed or is it level with the rest of the coin field?

The darker area is recessed to the rest of the coin you can see where it cuts across the L and I in liberty

Pillars of the community if you look a little closer you will see on the L&I in liberty,the N and T on In God we trust you can see where the letters are not even when they cross the missing clad which would make this error having to be from the mint otherwise if the coin had been altered the lettering would also have to be altered and not appear to be stamped that way

I would like to post some updates pictures to see if I get different opinions with different pictures again this is a 1990D Washington quarter with what appears to be some sort of clad or blanchet error thanks for

Just a metal detector find. They turn that color when they are homeless for a time:

On a missing clad coin, the copper color never turns gray again. Also the strike is weaker on a missing clad coin:

Looks like it'd just PSD. The clad was exposed to something that has etched the areas in question and may have also caused the red discoloration.

Here's a coin with an area of missing cladding. PCGS labeled it as "Imporper" cladding, instead of Improper, but it's still an interesting error.
