Looks like a small bit of damage to the die. It appears to be raised, but it must be a shallow as a die scratch. Not a big thing
I have a struck through wire that is almost in the same area:
2000-D-Lincoln-Memorial-Cent.-Imagination-Working?
But this is incuse because it was something in the chamber besides the planchet. On your coin the die was a fading die scratch on that area. The the weaken look on the coin.
