To me, it looks like damage, but I could be wrong.

1997-D-Dime-Mint-Mark-Error?I have one of these. Mine is a bit more advanced in whatever happened to it.

Die Deterioration and die scratches. No more RPMs after 1989. In 1990>forward the mint mark is part design. So no more RPMs.
