Yes, weight would help confirm.
Especially since the copper core may be showing, your coin should also only be touched on the edges. Finger oil leaves irreversible stains unless they are acetoned immediately.

Looks like Environmental Damage, but if you can get the weight, that would be great.

The highest spots are already showing the silver color on those areas. Carry it in your pocket for a week and it will turn back to silver in color.

Yes sorry @bama, but this looks envirnmentally toned or even plated rather than missing clad layers. Posting the weight will let us confirm what you've got there.

If it were the copper layer, it would be much darker in color:

The color,in my honest opinion, appears uniform throughout the entire surface area of this unique coin.In respect to it's weight of 5.6 grams I ask this of you all.Is it not possible a coin devoid it's outermost clad layers to remain within allowable tolerances of it's correct weight?

As I previously stated my mobile's camera is not the best.Hope this helps as I placed two discolored coins in which are clearly not missing clad. Thanks for any and all feedback in advance.

I am sorry to continue raining on your parade, but I think the answer to this question is no. Your coin is just toned or plated to give it this odd color.

First things first. Post a pic with the coin on a scale so we can see what it weighs. It looks to me as an environmental damaged coin. John1
