2nd 1989 I've found.

This may be normal for 1946. Since I don't collect cents I don't have another to compare with.

The top coin is definitely a trail die (wavy step) although I can not tell which die. Presently, there are 8 dies listed for 1989P.

The 1946 Lincoln cents for that year had a problem. I suspect that the engraved did not engrave the last two digits (46) deep enough into the the master die. This produced a weak 46 throughout the whole series of Lincoln's for that year, especially all with the S mint mark. There is some evidence that the Mint may have tried to correct the situation by re-engraving the the 4 digit on some working hubs towards the end of the production of dies for that year. Invariable, those last dies that were made with those working hubs, were sent to San Francisco Mint. This is one explanation of the weak 46 in this year.
