I can't tell from the pics, but is it a step-down on the rim or an angle down, like a bevel?

The upper and lower edge bevel(angled)? That is actually the way ALL coins are supposed to be. That is the normal bevelling put on when a newly punched out "blank" is placed in the Upset Mill which puts the raised edge and smoothed outside rim of what is now known as a planchet, the purpose of the upset Mill.

It looks more like a reduction of the outside edge of the coin. On a partial collar, the area raised if the outside edge that is not in the collar. How do I know this?

Note on the dollar coin. The planchet expands in the collar during the strike. Any part out of the collar expands outside the collar, leaving the edge of the coin smaller than the partial collar. Take a look at the image above. The area with the reeds was in the collar. The area outside of the collar is raised higher on the edge of the coin.

Thinking remnants of an undeveloped under developed design rim. A millisecond more pressure, needed to complete the design rims backfill. Thanks, Doug.

Doug: After reading you comment, it reminded me, it could be an issue with a slight amount of grease on the collar area?

coop, if I'm reading and seeing the description right. The lip goes all the way around the edge on both sides of the coin. Thanks, Doug.

Add: grease on the edge has an escape route, unlike grease caught up inside the design rims perimeter.

So why did it come so evenly around the coin? Both sides is exact the same? Why did it happen like this Mr. Coop? Man I am so confuse..LOL

That is the area where I feel debris/grease accumulated and prevented the flat edge to appear on the corner of the edge you mention. Something else that may have caused that could be the die was developing a raised outside bur that could have caused this. Raised on the die, incuse on the coin. But there is no premium for this. Just wear and tear on dies or grease accumulation.
