The coin in the bottom image looks to just have more circulation wear and ageing. Whereas the coin in the top image just in a better condition allowing it to keep its shine and sharper details.

Are you referring to the possible DDO on the "RTY" in LIBERTY? Other than that the only other difference I might see is with the rim up top.

Extra material near the two button hole on the jacket, if those are button holes?

The biggest thing I notice is that the top image is an EDS coin. There other one is a circulated MDS/LDS coin. The superior die state is probably what caught your eye. Yours is a slight MAD. The right rim is not as strong. Instead of having an edge, the rim swoops down to the fields. Is the reverse normal? If so then it is a MAD. If it is not, then post an image of the reverse.

I'd like to evaluate the reverse as well. The 1960's had a bold high relief, which has declined through the decades to what we see with modern day examples.

The sunken areas maybe hampered by some debris or grease strike through and or die wear. Pending reverse is fully struck up or not, I might would verify weight. Thanks, Doug.
