1987 Lincolin Cent Not Exactly What To Call It

He is a 1987 penny I pulled out of my pocket. I just happened to look at it and noticed on the reverse that there was something strange about the appearance under the steps to the memorial. Is it caused by clashed dies? Under the left hand side of the steps. Also what causes the black spost on the obverse?

That line looks incuse to me in which case it would be a scratch, a die clash would be raised.
The spots could be anything, probably something spilled on it.
