That is a very interesting coin you got there. I know that there is an error that causes a circle, semi, or spiral and is often located in the center, but little is known on the cause of this. Another thing you should check on that coin is its weight if you haven't already.

Lately I got few very weird coin but look very nice. I need to buy a slab for all this. LOL...I have none...I love this Small Date 1982 alot..I do not know why..

I think these are actually polishing scratches that just happen to be in a somewhat circular pattern. I have seen many of these for around the date this coin was minted especially 1983. I think those on the obverse are more interesting and seem to be more circular. Those one the reverse are not round but made up of short straight lines. You can see these in the sixth bay.

These look like die polishing lines. Note how the statue goes away on this one. On another example, the statue remains there:  The difference. When the coin was polished, and remove clash lines, it took out part of the statue. How could be lathe lines unless the statue wasn't there to begin with? I think the OPs coin is not showing lathe lines.
