The plating issues make the eye appeal very low, Mox's scale of 3/10. That said, is a low grade MS, say 60-62RD. Not a top contender in my book, sorry. I do question just where it may have come from, can't tell how much "handling" it may have had, that could knock it out of the MS category to an AU real quick, it becomes a circulated coin.

@crazb0, does the plating look split on the L and I of LIBERTY? If so, I would think that this coin could deteriorate pretty quickly.

Spence, yep. The Copper plating has split open, caused by Split Plate Doubling during the strike. http://www.error-ref.com/split-plate-doubling/

As far as grading goes, I can see some minor circulation rub on the bust, on the obverse, and I can see some rub as well on the steps on the reverse. It would probably get the high AU (Almost Uncirculated) grade.

Thank you to everyone for all the great information and expertise. I found it in an old purse belonging to my mom, while helping to clean out her closet. So I don't know how "quickly" it might deteriorate, since it's been in there for the better part of a decade

Being in a coin purse for the last decade or so has somewhat protected it from the elements! Leave it out in the open air for a few weeks and see what happens to it.
That being said, I agree with AU as I also se signs of ware as mentioned
