Neither are an RPM or a Doubled Die Obverse.

That's because of a worn die issue ( Die Deterioration). This was caused by the strike, not by a Doubled Die. A Doubled Die will only happen when there's a mistake in the die making process, such as moving out of position when the hubbing is in process.

Here's what Die Deterioration looks like, when it's extreme.

Note how the die wear moved towards the direction of the rim. The '8' on the top of the devices closer to the rim make that area as large of the lower loop. Extreme die wear.

Nickels are notorious for showing extreme Die Deterioration (die wear). They use the dies until they break.
