Pics too blurry for me to tell if that's a mint error, although that could be a Grease Filled Die on the reverse. Leaning towards PMD though.

Nope, not a Cud. Just a heavily damaged coin. It's Post Strike Damage (it happened after it left the U.S. Mint). Worth face value unfortunately.

Tend to agree, but I'd sure like to see a sharper pic of the Washington side.

Looks like the edge of the rim has just taken a good hit. PMD
Possible the reverse has some Struck Through Grease issues
but clearer photos are needed to verify.

The hit displaced the metal upwards. The clue it was altered? Note the reeds on the edge? They show on the area damaged. So it was struck round, and damaged later.
