Is this considered as a dd? Appears to have a ccw minor spread all over. Please help. Thanks.

Not a Doubled Die. This looks like a lighting issue in the pictures.

@MK, I'm not seeing any doubling either. I understand your "CCW spread" description but just don't see doubling. If you are convinced, maybe mark up one of your pics with arrows? Thx.

I'll go with this example. Note the lighter "reflective" point or "shadow" I have indicated on the mintmark. This indeed is a matter of light direction and shadowing. For one, This is a very slight MD, a movement of the die upon strike, not a hub doubled die. Second, 99.999999999999999% of the time you NEVER see DDO's with the same "movement " direction you have noted. Can't, mintmarks are added by hand AFTER the dies are hubbed.

You are looking on the wrong areas for doubled dies. On the outside edges of devices all you will spot is die polishing feather the devices and the fields together or Machine Doubling. On the doubled dies, you look at the centers of the devices:

If it is a doubled die, then you will see the devices enlarged. Your look to hard for something, that isn't where you are looking. You eye will spot it instantly when you find a doubled die. In face you will know for sure you do come across one. They will leap out at you. Here I am! The 1982 cents devices were normally larger, thus the small date also for the same year:

You can spot them even as looking different when you look at the full coin:
