Unfortunately, it's Post Strike Damage. The date has taken a well placed hit, causing the metal to get pushed over and flattened.

The 7 is not doubled. It simply took a hit along the upright and another hit at the bottom that also hit the bottom of the 9.

If it gets hit by another coin it's damage. It did not happen during the minting process
