That's Post Strike Damage (it happened after it left the U.S. Mint). It's not an error coin. Someone took another Quarter, put on top of this Quarter, and smashed it with a hammer very hard, causing the details from the coin on top to get transferred. How do I know this? Because it's incused, which means it's damage most of the time. They call this a "Squeeze Job". If it was a genuine Double Strike, the letters wouldn't be inverted. http://www.error-ref.com/squeeze-jo...-garage-job/

@VV, that is an odd mark on Washington's neck to be sure, but I agree with @E&V that it is just damage. A "squeeze job" is one possible explanation, but regardless this coin is only worth face value.

if it was a smash job there would be other coin transfer to the coin.. I have no answer but, it is not coin smash transfer..

Silverwolf , the rim of the sacrificed coin left its imprint on this coins rim and hair bow , then a bit more above that.
What I find interesting is that there is no mintmark on this coin. Either it was scraped away or grease filled

I now have noticed there's no mint mark on the coin, when it's supposed to have one. Maybe the original mint mark was filled with grease on the die.
