Try the PCGS Photograde section, it will give examples of grades also certain references give pointers as what is a minimum for a certain grade. Like LWCs, the feathering on the wheat stalks has to be clear and complete to be in the F10 or greater, what is the wear on the high points and letters, then of course dings, scratches.
When you consider an MS/PF grade above 60...the top being a perfectly flawless coin at 70. Three disturbances per side equals a minus 1 in grade for that side which is compiled and average together with the other for a total grade. This is a simple view of grading, but think, one tiny ding, scratch, imperfection, rim problem a bad rinse, many factors involved. Then consider circulation, there are few coins in circulation grading mid-high MS, usually no more than 62.
Because of the amount of wear, the above folks are generous in grade, it is in the VF range and barely at VF20, Details, Rim damage. Only thing that puts it at 20 is the reverse is a VF-25 while the obverse only F-15, hence combined is VF-20, but the "Details" term makes it a damaged, cull coin, worth only a melt value, is non-collectable/non-market acceptable.
