Whoa! That looks more than a lamination problem, looks like a shattered die or a defective/underweight planchet.. Note the center reverse isn't filled out in the details, that's indicative of not enough metal when squeezed together to fill in. But looking at the back of the bust, what's going on with the outline? That is totally weird, can't tell what the actual edge is to be, why I say shattered die.

thanks E@V , Crazybo and USSID18, I got it today in a coin shop where I been getting great deal on errors and varieties that somebody sold to them cheap. I paid $ 6.00 for it

Well I'm leaning more towards a struck through on this one. Note how it flows over the rim? While it looks like a lamination, the area on the head looks feathered like a struck through that pushed the metal outwards. On the other side I don't see where it ends. Does the edge show a wrap over area?

That's a beautiful de-lamination plus maybe other issues as outlined above. It looks worn so it did circulate for awhile.

Looks like the metal is folded over the edge of the coin. Yes, I still feel it is a struck through debris.
