Lamination does happen a often on the War Nickels. But this one look more like damage to me. The edge is altered, the reverse is showing flattening on the EPU and the obverse may have been hammered. The thickness on the edge area looks altered. But this is still a silver coin and does have some melt value.

I agree with Coop. It's Post Strike Damage (it happened after it left the U.S. Mint).
