Can someone tell me what the blue coloring is on this dollar. I've had it for a while it's in plastic that you can't open so I figured must be something important about it

@bratink, first welcome to CCF. Second, when I blow up your pic and enhance it, it sure looks to me like the PVC plastic is degrading and leaving behind a bluish-green goo on your coin. That is not good and causes permanent surface damage. I would recommend removing this coin immediately from the plastic (and all others), bathing in acetone, and then storing in a 2x2 or other method with inert plastic windows. I am thinking that if it is PVC damage, then it would not be worth the
time or effort to try and restore it.

I would suggest cutting it out of the plastic, put another dollar .. or two,
and purchase a nice example of a SBA dollar.

First,

I agree with GR58.
The coin is not worth that much over the face value. If you have acetone laying around, you can try acetone bath, but I would not purchase acetone just for that.

You can spent it and get another one. You can get an nice BU version for around $2.50.
