Been ground down.
Maybe to fit in a bezel for jewellery?
The reverse does look it was attached to something.

An encasement doesn't taper the edge that way, it has been worked down by grinding for some weird reason.

Either way, no matter how it happened, it's still Post Strike Damage, because it happened after it left the U.S. Mint. It's worth face value.

Sometimes they do. It depends on the size of the hole in the center of the die.
