I have been asked some of the knowledge members of CCF about this coin and I have been clear by their answers. Just post here for everyone reference. When I saw these marks vertically line up from column 2 to 3 I wonder? but until 1992, the mint changed to a single-squeeze method of die/coin production, so his variety could be happen from the 1990s up to 2008 if I was not wrong. But it is very interesting coin to look at.

As we discussed Bate, either a feeder finger die scrape or heavy polishing lines. The more I think about it, feeder finger die damage seems most likely. the direction most report for Feeder Finger Damage is that same angular direction SW to NE.

I agree with crazybo. There also looks to be a tiny gouge going in the same general direction in the corner on top of the memorial over the first bay. I'm leaning more towards heavy polishing because they don't all follow the exact same angle. Especially the one in the first bay. It looks closer to N To S. if it was a rotated counter clash I would think they would all be the exact same angle as well as feeder finger scrapes. Prob got over polished and the wire brush caught the sharp edges of the memorial bays. When a brush is spinning, the closer you get to the center of it the more angled the gouges would be and straighter the closer to the edge. In my opinion of course

By Coop's explanation it does seem viable as a Counter Clash Type 1www.error-ref.com/?s=Counter+clash

Read a bit more through that reference for additional thoughts. I would have thought tho, unless the mint techs were super sharp, they would have missed other evidences on the coin to polish away. Seems there would have been much more clash marks all over. Just MHO?
