This coin has what I'd like to call 'reverse Rolling Machine Damage' - there's an excuse inner circle on both sides. What caused this in the minting process?

Looks like damage caused by a mechanical means, as a coin wrapper or more likely a vending machine...even a foreign coin sorter checking for size/metal content to reject if necessary. Not from mint, is PSD.

The thing is, the circle points outwards, it is not marks dug into the metal but rather pointing out, therefore not the markings that come from a coin rolling machine. The circle isn't as clear on the obverse but it is there aswell. If there's any doubt the the circle comes out from the metal, compare the lightning of the raised edge and the circle on the top of the reverse. Let me be clear: these are not scratches, but actual metal pointing outwards and can be felt with your fingernail.

@x2an, the numista page on this coin notes two different mints and a whole host of minor variations in these coins. I wonder if the presence of this incuse ring around both rims is another design variation.
