To CCF! It's just damage. It's Post Strike Damage (it happened after it left the U.S. Mint). It's worth face value.

Note the outside edge of the coin? See how it extends out from the edge. The first clue it was damaged.
Note the incuse marks on the surface of the coin? The second clue it is PSD.
Sometimes the coin will be bent. Another clue the coin damaged.
Cut, punched in on one side and pushed out on the other side, burned all clues the coin was damaged. (Mostly intentional)

It is all damage. I don't think it is intentional, though. It looks a bit like a parking lot coin.
