to me it looks like Die Deterioration and maybe a die chip on the 9 - or split plating

Yes I see split plating in several areas. Without really good close up pics, it can be hard to determine if there are a couple die chips on the number 9s or if that is just the underlying zinc core starting to bubble up the copper plating as it deteriorates.
