Because of the cross-hatch pattern, that is clear glue used to mount the coin on something like a display card. Comes off with a soaking in pure acetone.

Please next time show both sides of the whole coin too, there may be something else there you missed!

The rest of the coin has tarnished, but where the glue was it prevented the coin color change.

Lots of time businesses (i.e. Littleton Coin) send out advertisements with pennies glued down to act as a hook to get you to read the material.
