Die Deterioration with extreme metal flow. I wrote about it in this thread a while back, 2nd box down page...

Also wiping down the grease tainted dies with a cloth can push the grease deeper on something areas of the die. Die wear is also a factor on this coin. Note the straight devices are affected. So coins could be facing more than one issue during the strike process.

Die Deterioration Doubling was pretty common back in the 1980's.
