I don't see any mintmarks in the supplied picture. Those dots could possibly be die chips if raised.

Surface imperfections are not mint marks. A mint mark will be raised as high as the date then they are fully punched in. (Sometimes even higher than closer devices) Not mint marks. Mint marks are raised and in the shape of the current mint mark used that year.

It's coin contact marks, which is damage. It's Post Strike Damage (it happened after it left the U.S. Mint). It's not an error.
