I looked it up online, and it seems to not be a part of the design. Maybe it's an issue with Die Deterioration, and a over polished die?

Heavy polishing. Note how around And is all washed out too. Must been a central deep clash and they got a bit carried away!

Coppercoins lists it and says it is not a doubled die.

Wexler lists it as a doubled die:
2004 1¢ WDDR-007 Description: A strongly doubled arch shows on the top left side of the 7th Memorial column. Extra thickness shows on the Memorial steps.

Variety Vista lists it: 2004 1c DDR-002, 2-R-IV+VIII:
Strong spread on upper Left column # 7.
