1909 VDB Repaired Or Repunched

Your question asks..."Repaired or Repunched"...It is neither. It is simply damage or the effect of a die chip. I believe it is damage though. It took a hit. The D of UNITED is also damaged likely by the same hit.

Lettering on Lincoln cents is not punched, it is part of the die. The only thing punched into dies of Lincoln cents would be the mint mark. Repunched mint marks happen on Lincolns but not repunched letters.
