It's Zinc Rot. The mint mark is now falling off, do to the Copper plating breaking, exposing the Zinc core.

If you note any split plating on a coin your thinking of buying, pass. Time to look for one without an issue. Don't settle for less when buying coins. Because when you go to sell them, you might be settling for less than you paid for it.

You should include the date, mintmark, and the denomination in your titles.
