I found this 2000 Lincoln penny with an omm d/s and Close AM.
Is this just an omm or the more rare 2000 s Close AM error?

AFAIK, the 2000 with " Wide AM" reverse was only on Philly-minted coins, so your coin's reverse is normal for a Denver mint issue.

The mint mark appears to have been damaged by something after the coin entered into circulation, as can be seen on the letter's upright. The only 2000 "S" mint cents were Proof issues, so it cannot be a D/S OMM.

That's damage on the mint mark, not an error.

Can't be an RPM - the mint quit hand stamping the mint marks into the Master, I do believe, in 90'.

You are correct Mark. They stopped punching mint marks by hand in 1990, for Business Strikes and 1985 for Proof Strikes.

Technically impossible to have an OMM on a newer issued coin. Dies were prepared at each mint themselves. OMMs happened when dies we reproduced in Philly to be sent out.

And yes, RPMDs ended in 1989

I assume you mean RPMs, and yes they were no longer possible after 1989 for cents and nickels. Dimes, quarters and halves may be affected into 1990, but no later (as I recall).

Either way, OP's coin cannot be an RPM, much less an OMM. Close AM on 2000 business strikes (either Mint) is normal, as well.

The Lincoln Cent from 2003 D is normal. It's spendable.

I don't see anything abnormal about the 2003-D from those pics.

Remember, having a repunched mintmark (RPM) or two different mintmarks (OMM) on one cent is not possible after 1989. That's a technical fact based on how the dies are/were prepared. If you wish to find those varieties, look at coins older than 1990.

Also the mints are making there own dies now. So it is not possible to have an OMM now. RPMs are gone also since 1990. Now if the mint marks are doubled, they are doubled dies. Which now there are 4 know examples of the happening:
