Ok... so here it goes!

I am assuming this is merely PMD...

But also in my review I noticed some possible doubling on the obverse. Nothing is listed for this mint, only see S Proof - DDO. So what am I looking at?

Ok thanks John,

It looked minor as doubling, but I didn't think it looked shelf like, except for on the E in Liberty. I still thought possible MD and hub double could both be going on at the same time.

I am no Pro, but it is certainly an MD as john pointed out. I have seen many examples of it, they do not look like a typical shelf like flat doubling on later dies but they are combination of MD and Die Deterioration.
And the marks on the rim above the T are damage, caused by the roller machine during the packaging, your coin most likely came out of a mint set originally.

Pretty much a spendable coin. The PSD cancels any premium for the coin. Basically a cull coin.

So question...

Is damage from roller machine during the packaging a considered PMD then?
I get that this is a spendable dead coin with damage... just curious cause I have not came across this before.

Yes it is PMD, or more preferably PSD (Post Strike Damage).
Because it is damage that happened after the strike.

It may have been hit on a file with a block of wood to make those marks. If it were still in the packing, then there might be some interest, but most of the time it is a bad thing as collectors want the coins un-damaged for their collections.
