Looks there is a second rim on the obverse 8-10 o'clock. Thoughts?

Looks like a finned rim with a minor MAD. Need better pics to tell about the DDO.

Because of the results, it is actually a tilted die with overpressure strike, where downward pressure on the left side of the coin caused the upward AND downward pressures upon the collar. This also formed the smaller rim and weaker appearance on the right side of the coin(obverse and reverse)

Crazyb0 is correct. Also, we'll need close up pictures, to tell if it's actually a Doubled Die Obverse or not.

Do you think the doubled rim is the DDO? It's not, as doubled dies do not affect the rim.

It's just a finned rim like previously said.

Fins are usually formed from tilted dies. The tilt allows a gap near the collar. This raises above the rim. Then flattening in rolling or during circulation.
