Theodora was the daughter of Maximian, to ensure the stability of the Tetrarchy, Constantine's father Constantius I divorced his wife Helena to marry Theodora; she bore many children whom Constantine entrusted with public office. By 337, her grandchildren were old enough to challenge Constantine's three surviving children, so all but the young boys Gallus and Julian were murdered on trumped-up charges. It isn't exactly clear who issued these coins, nor precisely when. Some of her coins feature a cross on the reverse, which proves they couldn't have been made during her lifetime. They were probably made either by Constantius II and Constans to repent of their actions, or under authority of Gallus or Julian.
