Question About PCGS First Strike Designation

On another thread it was stated that the 2017-S Proof Silver Eagle First Strike Designation (from PCGS) would include "Limited Edition Proof Set" if from the proof set, and "Congratulations Set" if from the Congratulations set, and simply "Limited Edition" if submitted without the government package to tell the difference. But this makes no sense because the Congratulations set sold out in April and the Limited edition proof set sold out in October, so if it was a First Strike submitted raw, it seems to me would have to be from the Congratulations set to qualify. Can someone clarify? Thank You

If it's any consolation, the PCGS number 653677 appears on their population chart as "2017-S $1 Silver Eagle Limited Edition Proof Set - First Strike, DC". Do we know that other 653677 labels have the words "Proof Set" on them? It could just be a labeling error for those missing words.

Here is an example of what I am finding online. However, I have 2 with the labels as described in my original post, so it COULD be a labeling error, or they used the labels interchangeable, although I have not seen any others like the 2 I have in any grade.

You are correct. A certification check of that slab states that the "Limited Edition" ASE is actually listed as:
