in this indira gandhi 5 rupees coin there is some strike near the year 1984,how did this happen and is it collectible

I do not know this type, and whether this is a mint mark, an error, or it is damage, but very small errors are normally not worth anything.

You can look here for some errors on India 5 rupee coins that have obtained a premium over the face value of the coin

Please show the other side for a better reply. if you are pointing out what may be a blob of extra metal on the surface near the 1984, the coin might be a Chinese made fake. Check the size and weight. Metal blobs don't belong on a struck coin but are often found on cast fakes. Here is a worse case sample of extra metal that should not be present on a genuine struck coin. And also if possible, please take some good closeups- I'm interested in how the circle of beads vanish on one side. Beads that seem to fade away on one side of the coin is one line item on my list of indicators of common cast fakes.
