It is MD and Die Deterioration. Pretty common on the newer dimes. Spendable, unless you want to save it for an educational piece for a new collector.

Wow, that die was roached. Many newer dimes seem to look like this, but this is one of the worst I've ever seen. It's interesting but not worth much, keep it if you want.
