Im seeing doubling in date? also the thickness of IGWT with markings of doubling, reverse side has obverse head strike between B & E, is mint mark doubled, reverse die crack from S in States travel SW to D, Die Chip over QUA?

Looks like a scratch to me. If it is, then it's not an error. It would be considered Post Strike Damage ( PSD).

Keep in mind the 1982 quarters had the devices very close to the rim. Even MD pushed over the rim that year.
