Unknown Medal, Possibly Belgian

This unknown medal has a diameter of 23 millimeters and weighs 3.39 grams. The similarity is size to the Belgian 2 centime plus the lion suggests that it is Belgian.

It looks like there may have been a mount on it.

Can anyone identify the country, time period, and what the purpose of the medal?

Agree with the similarity of that lion to the one on 19th c. Belgian copper coins. And one of the two words (force) that features in the Belgian national motto ("L'union fait la force" In unity there is strength).

However, the more traditional lion in Belgian symbols is a rampant one. That one shows up on military medals.

So I am also drawing blanks ...
