I am going through a bucket of pennies I inherited and don't know much about pennies. I have no clue about this one. Could someone tell me what this is.

to CCF. Looks like environmental damage of some sort. Give it a bit and more members will chime in.

@BC12, first welcome to CCF. Second, yes that looks like extra material deposited on the surface of your cent. You could soak it in acetone and the schmutz might come off, but either way you have a coin worth only a few cents.

Just looks like something on the coin. Kind of like grease collecting on a motor. Does that add value to your car? But unless there's something underneath, there's no point of touching up the coin. ( coins should not be cleaned. Most who try often ruin collectible value) Seek suggestions before attempting this.

To CCF! It looks like grease of some sort got on this. You can still keep it if you want, since it's a Wheat cent. If you have a Cull coin pile, you can throw it in there.

I will clean it up some and let the little kids practice on it. Worth a lot to them that way, they are 13,12,11,10,10,9,9 8,7,7,6. Not all the same family but they are learning and we have fun. How is the best way to clean these practice coins.

Just post minting damage ( PMD) not an error. You can try soaking it in 100% acetone for some time, if that doesn't work try soaking in distilled water. Although I doubt those will work. If all else fails, since this is a pretty low value coin just clean it with a soft brush
