Looking at the die flow lines on the fields, the issue if probably more from an aged die. The IN is often affected by counting machines and vending machines flattening that areas devices. Note how on the date the same flattening has happened from the same thing.

There's a ton of die flow lines flowing outwards to the rim, and the details are weak and mushy.
