Neither celtic nor ancient; it's a silver chuckram from the south Indian Princely state of Travancore, late 1800s

They are quite common; the Travancore government would import dollars and other .900 fine silver foreign coins and have them melted down and re-struck into chuckrams, which were apparently more useful to them. They are regularly offered for sale and usually go for a few bucks each.

There is a seller on ebay (UK), who despite being told many times, persists in buying these cheaply and reselling them as "Celtic?"
