If it were a double strike, why would just one area be affected?
The dies then were not having a Re-Punched-Date issue as that ended with the 19th century.
Some dies are hubbed with two different year hubs but that ended in 1943.
So it would not be a punching issue, striking issue. More like the die was damaged a bit between the digits if the area in question is raised like the other digits. Or if you are looking at the grime on the digits, it could be something on the coin. So it depends, but nothing really having a premium jumps out at me right now.
