That is Machine Doubling. Note how it reduces the size of the mint mark. If it were a RPM, it would be enlarged, not reduced.

I have several of that one. So many I had to put them in a tube. I have an inventory on Excell that tells me what I have and don't have and the number of extras. When I found them in several rolls, I took images of it for the coppercoins site.
