Most probably neither.
Also most probably rubbed with mercury.

There is evidence that the rims have received less mercury than the fields of the coin; the copper substrate is showing through.

If aluminium, it should weigh roughly about half that of a standard penny, if silver, it should weigh about 20% more.

@mrw, first welcome to CCF. Second, I agree with @sel, that this coin most likely didn't leave the mint looking like this. Rather someone has altered it, either by rubbing with mercury as suggested or else stripping off the copper plating or else plating with, for example nickel, on top of the copper plating. My personal opinion is that it most looks like the copper plating has been removed, but in any case you coin is worth only face value.

Any thoughts on how a person could remove the copper plating on a penny like this?

OK, why? It's bad enough to expose yourself to Hg but how much money will you make from removing LMC and LSC Cu plating? What is the reason to even attempt this?

They are just trying to make it look like it wasn't plated. The rough surface gives it away. Just a damage/altered coin. Spendable. The real missing plating has a nice surface.

I used to rub mercury on bronze coins with my fingers, when I was a kid. I am still alive without symptoms 60 years later, but I wouldn't think of attempting such a thing now.
